John Spray a93274b389 pageserver: remove vestigial timeline_layers attribute (#5153) ...

## Problem

`timeline_layers` was write-only since
b95addddd5

We deployed the version that no longer requires it for deserializing, so
now we can stop including it when serializing.

## Summary of changes

Fully remove `timeline_layers`.
