## Problem

`gather-rust-build-stats` extra CI job fails with 
```
"PQ_LIB_DIR" doesn't exist in the configured path: "/__w/neon/neon/pg_install/v16/lib"
```

## Summary of changes
- Use the path to Postgres 17 for the `gather-rust-build-stats` job. 
The job uses Postgres built by `make walproposer-lib`
