Konstantin Knizhnik 0b9b391ea0 Fix caclulation of prefetch ring position to fit in-flight request in resized ring buffer (#10899 )

## Problem

Refer https://github.com/neondatabase/neon/issues/10885

Wait position in ring buffer to restrict number of in-flight requests is
not correctly calculated.

## Summary of changes

Update condition and remove redundant assertion
