Bump all minor versions. the only conflict was src/backend/storage/smgr/smgr.c in v17 where our smgr changes conflicted with https://github.com/postgres/postgres/commit/ee578921b60ef9a14eaea54b608549e4f8b14f26 but it was trivial to resolve.
