feat(headscale): add staged 0.29.2 upgrade

Add 0.28.0 as the required intermediate release, migrate removed 0.29 configuration safely, preserve policy behavior, and harden the container to the upstream permission model.

Update headscale and immich local apps

Add Headscale 0.27.1 as a sequential upgrade target from 0.26.1, fix the 0.26.1 command/config defaults, and migrate legacy Headscale config keys during upgrade while preserving unrelated custom sections.
Add Immich 1.132.3 as the safe intermediate upgrade required before newer Immich releases. Leave Tailscale unchanged because the newer patch/minor Docker tags are not available.
