okxlin 1e4682f7e0 refactor: minimize app lifecycle scripts 
Keep new LiteLLM installs script-free while preserving legacy cached keys during upgrades. Simplify QuestDB and Directus initialization to the path, permission, and credential compatibility behavior proven necessary by real 1Panel install and upgrade tests.
