okxlin 7a51f8740d feat(next-terminal): add 3.5.2 PostgreSQL runtime app 
Keep the bundled-PostgreSQL 3.1.1 layout for existing installs while adding an audited 3.5.2 release that links a 1Panel PostgreSQL service. Refuse unsafe direct upgrades and document the required manual migration path.
