Add --with-ccache=ccache to base.mozconfig. This is a safe no-op when
ccache is not installed — the build proceeds without caching. When
installed, subsequent rebuilds drop from ~40 minutes to ~5 minutes for
small changes.

Also add ccache install instructions to CONTRIBUTING.md under
Development Setup.
