chore: add contribution workflows and repository skills
Define shared contribution and review standards, add a YAML Issue Form, and guard AGENTS.md changes using PR metadata. Move project skills into .agents/skills and add PR, Issue, and release workflows with consistent names and scoped triggers. Keep generic engineering guidance in the personal skill directory.
