ZyyandCodex 0710ed1f7c feat(plugins): expose native budgets and quota observations (#300) ...

Expose independent key budget management and quota observation capabilities
through the public plugin SDK, runtime authorization, and native admin services.
Reuse existing budget transactions and Provider quota refresh paths without
adding workflow-specific state or automatic account-to-key orchestration.

Cover authorization, partial budget updates, resets, quota refresh projection,
transaction rollback, and SDK request behavior. Remove ignored external probes.
