ZyyandCodex 12c2b612de chore(db): fold retention indexes into initial migration ...

Keep the database baseline as a single initial migration now that deployed instances have already been upgraded. The retention delete indexes move into 0001, the standalone 0002 file is removed, and the migration tests now expect one applied migration.
