ZyyandCodex 187af36306 fix(accounts): preserve known peer identity after sync failures ...

Keep undiscovered upstreams displayed as ordinary API keys and retain known peer errors without revoked shared data. Reuse quota refresh for retries and reset recognition when the connection changes.
