* feat(scheduling): add plugin filtering and remove automatic switchback Add scheduler v2 filtered delegation across native selection, affinity, capacity waits, and lease retries. Keep plugin configuration and business rules owned by plugins without legacy scheduler compatibility. Remove automatic switchback from the runtime, SDK, and settings UI. Migrate the existing settings JSON without creating new tables.
