Centralize audit classifications and retention policy, move cleanup orchestration to Host, and require explicit plugin lifecycle implementations.

Remove unused interfaces and redundant state, type-check the standalone plugin bridge, and split management flows by responsibility.

Update architecture boundaries and add focused regression coverage.
