* fix(plugins): honor configured request body limits

* fix(plugins): preserve frozen request body budgets across callbacks

Carry the execution body budget through policy and attempt callbacks, and validate explicit-key model requests against their bound snapshot. Add regression coverage for configuration publication and document budget ownership and lifetime.
