ZyyandCodex 40137b1205 fix(backend): preserve safe upstream error details ...

Keep admin account connection tests routed through the provider probe even when the stored account is already marked unavailable so clicking test can refresh state from the upstream response.

Preserve provider-declared safe upstream details when OpenAI-compatible API errors collapse local provider unavailability to the stable no-provider contract.
