* feat(proxies): add batch creation and geolocated testing

* feat(proxies): unify batch APIs and simplify management UI

Accept arrays on the existing create and test routes with ordered per-item
results, partial success, bounded concurrency and no automatic replay.
Streamline selected-proxy testing and creation forms, combine location
presentation, and generate bundled licenses from the npm flag package.
