ZyyandCodex e33f50ec09 fix(plugins): gate incompatible plugin startup ...

Keep incompatible plugins out of execution sets during automatic startup.
Require scoped confirmation for manual compatibility overrides and show
the stopped state and upgrade effects in the management UI.
