ZyyandCodex b6e17db0c6 fix(openai): preserve native Codex model catalogs ...

Forward complete upstream model objects and client versions without rebuilding metadata. Keep account-scoped catalogs in a bounded, coalesced cache with explicit invalidation and preserve model aliases without mixing fields.

Cover service tiers, native metadata, account isolation, cache behavior, and failure handling with regression tests; document the catalog contract.
