 bd61e0391a feat(settings): configure global and per-proxy request location (#123) 
* feat(proxies): configure per-proxy request location

* feat(settings): manage global request timezone and location

Move request location from YAML into runtime settings with an enable switch. Preserve client fields when disabled and keep per-proxy overrides first. Share location inputs and simplify proxy and settings controls.
