Share Codex Responses request semantics across OpenAI and xAI providers so reasoning effort, presets, request kind, subagent kind, and compaction observations stay consistent.

Read xAI reasoning efforts from official catalog feature options instead of model-name hardcoding, and make Codex service tiers data-driven through ModelPresentation rather than API adapter defaults.
