ZyyandCodex cb79f4d5a5 fix(accounts): start peer discovery after credential imports ...

Reuse quota routing for initial peer observation and preserve discovery state across ordinary account edits. Hide pending subscription badges and remove redundant provider quota labels without adding frontend polling.
