ZyyandCodex d79c76a105 feat(accounts): add optional weekly quota limit for reset credits ...

Skip new automatic redemptions above the configured remaining weekly
quota limit, leaving it unset by default and preserving pending retries.
Keep temporarily ineligible credits scheduled and expose the setting
beside the redemption lead time.
