Freeze global and bound-group Fast restrictions in each request snapshot, then apply the effective policy before OpenAI transport headers, observations, and billing. Preserve omitted update values and existing data with an additive migration. Keep the current split settings layout, add a service-tier card, and require WebSocket transport from the first turn in the continuation regression test. Validation: frontend lint, typecheck and build; Rust formatting; migration checksums; 15 focused tests. Live priority/default/priority requests preserved context on one WebSocket, but the upstream returned default for all three, so actual priority-tier execution remains unverified.
