Apply latest incremental tool declarations during Grok normalization and align nested Retry-After header parsing with official Codex semantics. Cover developer instructions in input, Responses Lite tool declarations, partial_answer phases, and end_turn preservation. Pin the upstream SQLx fix for cancelled BEGIN rollback and add a deterministic pooled-connection regression test.
