ZyyandCodex a3f0c1b028 fix: correct localized UI and update hyper-util ...

Restore quota labels, custom window durations, account usage panel width,
and consistent USD symbols. Return stable provider identity attribute keys
for frontend localization and refine login controls, copy, and alignment.

Pin hyper-util to the 0.1.21 registry release and remove the Git patch.

Tests were not rerun for this combined commit, as requested.
