Enforce daily and seven-day client key budgets with a durable charge ledger, and route provider requests through each account's configured proxy. Preserve backend plan display names and Codex personal access token imports. Keep PAT validation on the selected proxy, preserve credential refreshes when account egress changes, and include the upstream SOCKS IPv6 fix. Use the PR migration layout, keep the account proxy and key forms aligned with existing controls, and document the ownership and settlement rules in the architecture guide. Validation: 1942 workspace tests passed with isolated PostgreSQL/Redis; strict Clippy, rustfmt, frontend lint/build, and migration checks passed. Co-authored-by: Codex <noreply@openai.com>
