Move renderer DevTools command metadata, route-local ingress, and pause coordination out of script_vm. Share the per-session lane algorithm without merging Main and IO state, centralize target lifecycle wiring, and keep first-dispatch permits explicit at the owner boundary.

refactor: centralize navigation-safe input completion

Settle renderer command turns against the Page residence that admitted them, while preserving immutable acknowledgements after navigation replaces that Page. Route output fences and post-response continuations through the canonical command context before decoding Input replies. Also isolate scheduler-sensitive runtime tests discovered during full-workspace validation.
