ldm0 7bc01a7a45 fix(intersection-observer): follow option conversion and margin rules 
Complete dictionary conversion in Web IDL order before constructor validation.
Use DOM SyntaxError for invalid CSS margins, preserve repeated thresholds, and
recognize empty margins from CSS tokens. Cover getter order and thrown errors.
