Start iframe navigation only after Page and Runtime observation is ready, match the committed session/frame/URL through real scheduler events, then enable interception for the subresource under test. This prevents the setup helper from discarding an early frameNavigated event and keeps preparation navigation outside Fetch interception.

The unmodified exact test failed once in 10 stress iterations. The fixed test passes 30 iterations, its 36-test module passes 10 iterations, and required fmt, workspace Clippy, and all 17184 Nextest tests pass.
