Add native Fetch referrer selection and inheritance without changing request origin, cookie initiator or network partition. Apply the effective policy to the selected referrer when building outgoing headers, preserve explicit omission and about:client fallback, and copy policy to derived requests without copying integrity. Unit tests cover header selection, sanitization and request identity.
