胡飞 1e3b4161ab fix(rdp): wire native policy dispatch and presentation readiness 
Complete the Windows native RDP policy dispatch split and wire the
presentation-readiness gate through LoginComplete/Reconnected. Fixes
shared policy helpers that were defined in an anonymous namespace and
the generated COM interface forward declaration used by the policy
header.
