user.email a0c3691e97 ci(ai): switch issue automation to Codex and pause auto triggers
- replace the Claude CLI backend with the Codex CLI in scripts/ai/agent.cjs
- default provider is codex; openai-compatible stays classification-only
- install pinned @openai/codex in classify, implement and review-fix jobs
- disable automatic triggers on the three ai workflows, keep workflow_dispatch

/**
* Model engine adapter.
*
* Two backends are supported and selected with the AI_PROVIDER repo variable:
*
* codex (default) Codex CLI against the OpenAI API.
* Full repository tool use and automatic
* implementation in a workspace sandbox.
*
* openai-compatible Direct HTTP call to
* /v1/chat/completions with
* response_format=json_object.
* No tool loop: the script gathers repo
* context with rg first and hands it to
* the model. Cheaper and simpler, weaker
* grounding, no auto-implement.
*
* The binary/endpoint decision is entirely driven by repo variables, so
* switching provider never requires editing the workflow.
