Per-record timestamps came from OffsetDateTime::now_utc while the
session header (Started), footer (Stopped) and the terminal display all
used the local clock, so a saved transcript read as if it happened hours
earlier or later than the session actually did.
Record, header and footer timestamps now share one local_now() helper
(local time with a UTC fallback where the local offset is unavailable),
and the saved transcript filename uses the same clock instead of UTC.
