Kang cec2ac6407 feat(plugins): improve runtime scheduling and draft provenance ...

Park idle guest workers and the epoch clock, and publish runtime faults as
explicit events. Prepare up to two replacements in the background while
serializing registry commits and preserving per-plugin request ordering.

Derive ABI constants and marker bytes from WIT. Retain ephemeral plugin/action
provenance through draft append, replacement and editing, with localized UI.
Preserve the V1 ABI, sandbox, package transactions and persisted formats.

Validation on Windows: cargo check --workspace; cargo test --workspace;
cargo fmt --all -- --check; cargo clippy --workspace --all-targets;
SDK guest builds, example component validation and SDK package verification.
