JawandClaude Opus 5.5 ce43a7aa70 chore: add pre-commit hook with simple-git-hooks and lint-staged (#252) 
Run oxlint --fix and oxfmt on staged files before each commit, and
rustfmt on staged Rust files. simple-git-hooks installs the hook from
its postinstall, allowed in pnpm-workspace.yaml.
