l0ng-ai c5951ac5d5 fix(lsp): only wait for servers that report loading through serverStatus ...

$/progress also covers background work such as indexing and workspace
builds, during which an empty answer is final, so treating it as loading
made "no definition" wait for servers like clangd or jdtls. Navigation and
hover now wait only while a server says it is loading (rust-analyzer's
quiescent flag); other servers answer as before.

An answer requested while loading that comes back after loading ended is
asked once more instead of returned as final.
