Hengfei Yang 1fc4270f54 fix: payload limit (#10021) 
1. We only need `ZO_PAYLOAD_LIMIT` now, removed  `ZO_JSON_LIMIT`
2. Config axum log level `RUST_LOG = "info,config::axum=warn"`
