Bhargav a14d8e6bf5 fix(overview): address review findings on monitoring status, load flicker, forbidden copy and schema lock 
Counts only enabled rules as monitoring and derives the incidents check from them, keeps the page in its content state until /overview answers, uses the section no-access explanation for the legacy sections, counts schema versions under one cache lock, drops the unused stacked stat layout, and adds end-to-end scenarios that stub /overview.

Bhargav 793965286c fix(overview): address review warnings on cache eviction, permission checks and legacy states 
Evicts the oldest cache entries instead of clearing the whole cache, runs the module list checks concurrently, resolves legacy Browser Time zones before formatting, shows the first-load placeholder on retry after a failure, closes the alert history drawer on organization switch, hides the toolbar on a no-access error, and drops the removed all-clear selector from the first-data spec.
