fix(overview): address review findings on monitoring status, load flicker, forbidden copy and schema lock

Counts only enabled rules as monitoring and derives the incidents check from them, keeps the page in its content state until /overview answers, uses the section no-access explanation for the legacy sections, counts schema versions under one cache lock, drops the unused stacked stat layout, and adds end-to-end scenarios that stub /overview.

feat(overview): match the design grid with real data and the Kubernetes overview panel look

Six problem tiles, alerts and incidents with stat boxes and the firing list, a fixed-order data health card, top streams beside ingest limit and storage, and logs, metrics and traces cards. Every card uses the same panel surface, border, header and row styles as the Kubernetes overview, the page runs edge to edge, and each text role has one size and weight.

Adds a firing table with severity bar and column headers, a data health card that leads with what needs attention and folds healthy and not-set-up checks, and a single data size card with a stacked top-streams bar and a compact ingest limit row. Segment colours keep contrast in light and dark, and the health rows and recent events lay out cleanly at 375px.

fix(overview): address review warnings on cache eviction, permission checks and legacy states

Evicts the oldest cache entries instead of clearing the whole cache, runs the module list checks concurrently, resolves legacy Browser Time zones before formatting, shows the first-load placeholder on retry after a failure, closes the alert history drawer on organization switch, hides the toolbar on a no-access error, and drops the removed all-clear selector from the first-data spec.

feat(overview): redesign the Overview tab around one status line and consistent cards

Adds a status line that never reports all clear while a check is loading or failed, five problem tiles, a severity-sorted Data health card, a merged ingest limit and data size card, one label and value type system across cards, and groups the time-range sections under one heading. Fixes the router test for the profiles routes added on main.

Keeps the page when only a legacy section is forbidden, uses one generic
no-access message, makes unavailable tiles non-clickable, treats disabled
rules as not set up and returns 403 when the degraded scope denies every
section.

Enforces the module-level list permission per section, bounds the alert-state
lookups, pins only the exact org overview route, resets legacy sections on an
org switch and removes the full-page error over loaded cards.

Adds the firing-now list and firing-by-level counts, quiet streams, schema
changes, compaction pending and the ingest limit in GB with reset time to the
overview endpoint, and builds the matching cards: alerts, data health, signal
cards, storage split, top-stream share and a stale-data notice. Replaces the
page-level all-clear hero with per-section empty messages.
