When custom error handling is enabled, the application displays custom
error messages or default data if an error occurs.
If no default data is set, it shows a custom error message to inform
users about the issue.
Fixed issues reported in sentry related to dashboard.
Most issues were related to undefined or null.

On dashboard panels, with echarts default horizontal zooming was not On.
So enabled it so users can click and select horizontal area to zoom in.
This affects the logs page as well.

This PR contains timezone-related changes.
Problem: The timestamp column displayed on the grid and charts across
the log, metrics, traces, and dashboard pages is currently set to the
browser's timezone, and there is no option to adjust it to a different
timezone.
Solution: Users will have the option to select their preferred timezone
within the datetime component. This selected timezone will then be
applied to the timezone column in both the grid and charts.

Few charts rendered from the SQL queries were not showing the improved
tooltip with scrolling. That has been fixed.

Heatmap charts are not able to render time-series data. Fixed that by
considering time related data as a block data for the heatmap

This pull request introduces a new UI screen that allows users to create
RUM API Tokens and User Level API Key.
**RUM Token:**
Within the Ingestion page, users will now find a dedicated RUM section.
In this initial release, we've included the capability to install RUM
via NPM and create API tokens.
**User-level API Key**
Under the "Settings" menu on the top right profile icon, the user will
get options to create a User API Key. This feature is available in the
cloud version.
Tooltip Fixes:
Fixed the tooltip display in PromQL and SQL charts to ensure it appears
correctly, providing users with accurate information when hovering over
data points.
Legend Scrolling in Tooltip:
Implemented legend scrolling within the tooltip. When the tooltip
extends beyond the visible area, users can now scroll through the legend
items to access additional data points easily.
Legend Scrolling on Cursor Hover:
Enabled legend scrolling when the cursor hovers over the chart. This
makes it more intuitive for users to explore and interact with data
series.
Bold Current Hovered Series Name:
To highlight the current series being hovered over, the series name in
the tooltip and legend is now displayed in bold. This improves
visibility and comprehension of the chart data.
