Add Servicemonitor and Podmonitor CRDs of prometheus operator. These can
be used by Opentelemetry operator target allocator. target allocator can
discover prometheus metrics using existing Servicemonitor and Podmonitor
CRDs
1. Renamed Scheduled alerts to Standard alerts and Custom to Quick
2. Added info for threshold, period, frequency and silence notification

Steps: Load the home page, and navigate to the logs page. After changing
the organization streams not getting populated.
Need to add a delay so store state refresh gets complete by adding
nextTick()
This PR contains a fix for two histogram issues.
1. If the histogram is disabled, it should not send the histogram
request.
2. Histogram request fails, it should display the table data and display
an error message for the histogram.

# Drilldown Feature: Seamless Navigation for Enhanced Data Exploration
Drilldown, which allows users to navigate seamlessly between dashboards
or specified URLs, carrying over all current variables.
## Adding a Drilldown
To add a Drilldown, follow these steps:
1. Edit the panel where you wish to add or modify a Drilldown.
2. Navigate to the configuration panel. Here, you'll find an option for
Drilldown.
3. You'll see a list of existing Drilldowns.
4. From here, you can add a new Drilldown or edit an existing one by
clicking on the Drilldown name.
## Configuring a Drilldown
When adding or editing a Drilldown, you have two options:
1. **Drilldown to another dashboard:** Specify the target folder,
dashboard, and tab. You can also pass variables to the target dashboard.
2. **Drilldown to a specified URL:** Provide the URL where you want the
Drilldown to navigate to. Here too, you can pass variables to the target
URL.
