Huaijin f6560d7d02 refactor: decouple search from core (#13338 )

## Summary
- extract search orchestration from core into the `search_service` crate
- keep the existing low-level `search` crate and directory names
unchanged
- extract usage reporting and audit services into dedicated crates
- replace global async function pointers with narrow publisher traits
- keep compatibility re-exports while updating workspace dependencies
and feature propagation

## Validation
- `cargo check --workspace`
- `cargo check -p search --tests`
- `cargo test -p search_service --lib` (184 passed)
- enterprise non-release build with the paired `o2-enterprise` manifest
- `cargo fmt --all -- --check`
- `git diff --check`
