- Enable previously skipped dashboard tests
- `dashboard-filter.spec.js`, `dashboard-html-chart.spec.js`,
`dashboard.spec.js`

- Update relative time and endpoint in filter spec

- Remove `visualization-vrl.spec.js` and CI workflow entry

- Fix panel deletion call in `dashboard.spec.js`
