Ankur Srivastava 6bd246fd2a fix: the upgrade of awc lib broke rum proxy (#3702) ...

rum proxy endpoint used `awc` and between the upgrades the tls support
was somehow broken.
In this PR we replaced `awc` -> `reqwest` and added a few tests with the
corresponding changes
