Sai Nikhil 813ed37efd fix: add alert page redesign (#6730 )

1. This PR implements the add alert page latest UI revamp
2. This changes the add alert page introducing new UI with expandable /
collapsable sections
3. This introduces the new condition and condition group so we now
support or condition as well as condition group so user can create
condition groups upto 3 level of depth
4. the functionality of add alert page is same just the UI and the
conditions has been changed with this PR
