Adds new team member **@vamsikarthikr** to the OSS CI allowlists: - `.github/workflows/auto-assign-metadata.yml` — his PRs/issues get auto-assigned + milestoned like the rest of the engineering team. - `.github/workflows/query-agent.yml` — he can run `/query-agent` and `/qa-generate`. Allowlist entries only — no logic change.
