Introduces domain-specific errors for alerts in the service layer. These
errors are then mapped to HTTP responses in the HTTP layer.

This PR will be followed up by another PR to introduce new alerts
endpoints for accessing alerts by their new KSUIDs and for accessing
information about each alert's parent folder.
