## Summary

- allow dataset rows without an expected output across management APIs
and UI flows
- add immutable experiment preview, creation, listing, persistence,
RBAC, and super-cluster synchronization
- add Experiment as an evaluation target with slot hydration, scoring,
and result indexing
- harden idempotent creation, scorer-version pinning, score-index setup,
and upgrade migrations
