Yashodhan JoshiandYashodhan Joshi f8bd642a07 fix: block non-admin role at user creation if ofga is disabled (#11080) ...

We need to have open fga enabled to support non-admin roles. However
currently the create user api allows creating non-admin users even when
ofga is not enabled. Those are treated as admin users, which causes
further confusion.

This PR adds a check so that non-admin roles are blocked at creation if
ofga is not enabled.
